Underwater Ruins

Some of the most extraordinary archaeological sites in the world are invisible to the naked eye, lying beneath the sea or beneath lakes, rivers, and coastal shallows. Underwater archaeology — a discipline that became practically viable only in the second half of the 20th century with the development of SCUBA equipment and later remotely operated vehicles and sonar mapping — has revealed cities, harbours, temples, and streets that were drowned by rising sea levels, volcanic subsidence, earthquakes, or gradual coastal change over thousands of years. These sites present extraordinary research opportunities: cold, low-oxygen, low-light conditions at depth are often better at preserving organic materials — wood, leather, rope, botanical remains, human tissue — than any terrestrial environment. At the same time, they present extraordinary conservation challenges, because the same conditions that preserved them can be rapidly reversed by exposure, rising sea temperatures, or anchor damage.

The Scale of the Problem

Since the end of the last glacial maximum, roughly 20,000 years ago, sea levels worldwide have risen by around 120 metres, inundating the coastal shelves where much of prehistoric humanity lived. The continental shelves of northwest Europe, the Persian Gulf, the South China Sea, and the Americas' Atlantic seaboard were all dry land during the coldest phases of the ice age, and many hunter-gatherer and early agricultural settlements that stood on those coasts are now submerged. The rate of sea-level rise has slowed dramatically in the past several thousand years, but even modest changes of a metre or two are sufficient to drown a harbour town or coastal sanctuary. Earthquakes can produce rapid subsidence: parts of ancient Alexandria sank in the 4th and 8th centuries AD; the Roman resort town of Baiae on the Bay of Naples has been slowly subsiding through volcanic bradyseism for roughly two thousand years.

Pavlopetri, Greece

Pavlopetri, off the southern coast of the Peloponnese near Vatika Bay, is the oldest submerged town yet identified in the Mediterranean and one of the oldest in the world. The site dates primarily to the Bronze Age, around 3000–1100 BC, and was first identified by Nicholas Flemming in 1967. It lies in shallow water of three to four metres, making it accessible to snorkellers, and covers around 9 hectares. A 2009 sonar survey by the University of Nottingham produced a detailed three-dimensional map revealing streets, buildings, courtyards, tombs, and what appear to be the footprints of at least 15 distinct building complexes including a large hall. The site was occupied during the Minoan-influenced Early and Middle Helladic periods and was probably a harbour town involved in Bronze Age trade. It appears to have been drowned by one or more earthquakes.

Baiae, Italy

Baiae, on the Bay of Naples north of Puteoli, was the most fashionable resort of the Roman elite: Julius Caesar, Augustus, Nero, and Hadrian all had villas there. The volcanic Phlegraean Fields on which it stands have been slowly subsiding (and occasionally re-elevating) through bradyseism — gradual ground movement caused by subsurface magmatic activity — for millennia. Large sections of the ancient town, including villas with intact mosaic floors, marble statues still in situ, columns, streets, and harbour structures, now lie between two and six metres underwater in the protected marine park of Baiae. Guided glass-bottom boat tours operate regularly; diving is permitted in designated areas. A topographical model of the submerged city in the Museum of the Phlegraean Fields at Baia castle helps visitors understand what lies beneath.

The Submerged City of Alexandria, Egypt

Ancient Alexandria, founded by Alexander the Great in 331 BC, was one of the greatest cities of the ancient world, and significant portions of its ancient harbour district lie submerged in the Eastern Harbour due to earthquakes and subsidence over the past 1,600 years. Underwater archaeology led by Jean-Yves Empereur and Franck Goddio from the 1990s onwards has mapped royal palace quarter buildings, quays, sphinxes, statues, obelisks, columns, and — possibly — remains associated with the Ptolemaic royal palace and Cleopatra's court. The Lighthouse of Alexandria (one of the Seven Wonders of the Ancient World) stood on the island of Pharos; blocks that may be from its foundations have been mapped on the harbour floor. Egyptian antiquities law and harbour navigation restrict public diving access, but the surveys have transformed our understanding of the ancient city's physical layout.

Yonaguni Monument, Japan

The Yonaguni Monument, off the southern coast of Yonaguni Island in Japan's Ryukyu archipelago, is one of the most controversial underwater sites in the world. Discovered by divers in 1986, the structure consists of large flat-surfaced rock formations with right-angled edges, terraced steps, and what appear to be carved channels — features that some researchers interpret as a human-made monument of the Jomon period (potentially 10,000 years old or more, based on sea-level history), and others attribute entirely to natural geological processes, specifically the fracturing patterns of laminated sandstone. Japanese geologist Masaaki Kimura has argued for the human-construction interpretation; most mainstream geologists and archaeologists remain unconvinced. The site is accessible to recreational divers and draws considerable interest; its ultimate status remains genuinely unresolved.

The Sunken Harbour of Caesarea Maritima, Israel

Caesarea Maritima, built by Herod the Great between roughly 22 and 10 BC on the Mediterranean coast of Judea, contained the largest artificial harbour of the ancient world — Sebastos (the Greek name for Augustus), covering perhaps 400 by 500 metres. The harbour used an innovative Roman construction technique, pouring volcanic ash (pozzolana) into underwater wooden forms to produce hydraulic concrete that set beneath the sea. The massive breakwater and mole that enclosed the harbour have largely subsided into the seabed due to the failure of the foundation material, but their outlines are clearly visible by snorkelling and diving, and the harbour's wooden and concrete elements have yielded remarkable evidence of Roman maritime construction methods. The Caesarea Underwater Archaeological Park is open to divers, and a glass-bottom boat tour operates for non-divers.

Lord's Bridge, England (submerged prehistoric structures)

The term 'underwater ruins' in a European context often refers not to dramatic sunken cities but to the timber structures preserved in river silts and coastal peats — the peat beds and tidal foreshores of Britain, Ireland, the Netherlands, and Denmark contain some of the world's best-preserved prehistoric woodwork. Flag Fen near Peterborough preserves a Bronze Age platform and causeway of nearly 60,000 upright posts and horizontal timbers, dating to roughly 1350–900 BC, originally crossing a marshy lake. Sea Henge (Holme I), revealed by coastal erosion in Norfolk in 1998, was a Bronze Age timber circle of 55 oak posts surrounding a central inverted tree stump, dating to 2049 BC — preserved because it was buried beneath tidal sediment. The posts themselves were removed for conservation and are now in the Lynn Museum.

What Preservation and Loss Mean Underwater

The underwater environment's preservational power is conditional on depth, temperature, salinity, and the absence of wood-boring organisms. The Mediterranean's deep basins, cold and anoxic, have preserved wooden shipwrecks with rigging, foodstuffs, and cargo intact for two and a half millennia. Shallower coastal sites are far more vulnerable: warming sea temperatures are expanding the range of Teredo navalis (the shipworm) northward, threatening the cold-water sites of northwestern Europe. Anchor damage from recreational and commercial vessels over densely archaeologically mapped sites remains a persistent problem despite protected area designations. The construction of harbours, marinas, and coastal infrastructure annually destroys significant areas of submerged archaeology, usually before adequate survey is possible.

Access and Research Today

Recreational diving at well-managed sites — Baiae, Caesarea, Pavlopetri — offers direct encounter with submerged antiquity. Elsewhere, access is restricted to permitted research diving by teams affiliated with accredited institutions. Remotely operated vehicles (ROVs) and autonomous underwater vehicles (AUVs) equipped with multibeam sonar, photogrammetric cameras, and sampling tools have in the past two decades transformed what can be mapped and characterised without physical diver access, allowing large-scale survey of deep coastal and offshore sites that no diver can reach. The technology continues to improve: AI-assisted processing of sonar point clouds is now beginning to identify anomalous structural forms on the seabed that would take trained human analysts far longer to detect.
